We have limited natural resources, and it is not fair that some over consume these resources. Gas, oil and the costs of road repairs are limited resources. If some people over consume by driving single passenger cars, then this is not fair to those who have multiple passengers in their cars. From the point of view of society as a whole, in order to make the system fairer, those who save resources should pay less than those who consume resources. The way society makes the over-consumers pay is by preventing them from traveling in a car pool lane on the highway.
